Snell & Wilmer Represents D&H Flagging in Acquisition by Universal Group

PORTLAND – Snell & Wilmer advised D&H Flagging, a respected Portland-based traffic control provider, in its acquisition by Universal Group. The transaction marks Universal Group’s expansion into Oregon, following its U.S. market entry in November 2022.

Founded in 1988 by Dianna Woods and her daughter Toni, D&H Flagging has been a trusted provider of traffic control services in Portland, throughout Oregon, and in southwestern Washington. In 1989, Dianna’s other daughter, Shannon joined the business. The company fully transitioned into second-generation leadership in 2008 when Dianna retired. Under Toni and Shannon’s leadership, D&H Flagging has grown significantly and developed a strong presence in the Pacific Northwest.

Universal Group, based in Langley, British Columbia, is the largest provider of traffic management and control services in Canada. Its offerings include traffic control personnel, lane closure services, traffic control equipment, traffic management plans, and road maintenance. The company continues to expand across Canada and the Pacific Northwest.
